John Flanagan (1865-1952) was an American medallist and sculptor who worked for about five years in the studio of the artist Augustus St Gaudens. Flanagan was the designer of the obverse of the Washington coin in use since 1932. His other important works include the official medal of the 1915 Panama-Pacific International Exposition and the Verdun medal, a gift from the United States to France commemorating World War I. He made several portrait medals of society figures. Of this bust of a graceful young woman with raised hair, however, it is not known who the person portrayed is.
